Connecticut has a variety of laws aimed at controlling dogs. Regarding leashes, it is illegal to allow your dog to roam; create a disturbance; or growl, bite, or otherwise annoy anyone.

 

Connecticut is a strict liability state, meaning: If a dog does any damage, the owner or keeper are liable for the amount of such damage, unless the injured party was committing a trespass or was teasing, tormenting or abusing such dog at the time of the attack.
